My router is configured to direct port 25565 to my device, which has the IP address 192.168.1.4—the same as the server. It functions correctly through that server on the local network.

You're certain there are no ISP-related issues? Your server ceased functioning two years ago after a change in internet service, which required opening your connection to restore server access. All other systems operated normally except for Minecraft. Does it function over the LAN?

Are the online-mode features activated in the server configuration? This could relate to mojang servers and may slightly lower lag during offline use. It’s worth checking with your ISP to see if any unusual modem settings are blocking port forwarding.

Offline status confirmed. From the ISP support community it appears no restrictions are in place.

It's a strange issue that's hard to pin down. It took me three weeks to fix the problematic server part, and another two weeks to resolve the plugins. There are plenty of factors involved.

I found a solution... Apologies if it took your time. My modem isn't accepting the IP address I use—it's unique—and my friends were configuring other devices, so they didn't attempt to join. It was functioning fine otherwise, just not on my network. Thanks for trying!
