Experiment with mouse 2, or any of the lateral buttons or keyboard keys to observe the effects. It appears you’re configuring mouse buttons within the mouse section, and mouse 1 hasn't been assigned to the “shoot” function in that particular slot. If you assign mouse 1, navigate to a different menu and return, does it remain bound? Attempt exiting to the main menu and returning to where you originally set mouse 1 to check if it's still active. There’s a possibility that the configuration file is set to read-only, causing these changes not to persist.
