I strongly prefer avoiding the need to reinstall Windows. I already have everything configured and installed, and doing so wouldn't be ideal for my SSD.

Have you attempted allowing the automatic repair to complete? It could take over 15 minutes, but it’s worth a try. My friend encountered a similar issue during the first boot after upgrading from AMD FX/AM3+ to B450/Ryzen 3600, using the previous Windows setup.
