built a new PC with these specifications: ASUS Prime B760M-A Wi-Fi D4, ASUS Dual Evo OC 4070, Super Corsair DDR4 2x16 GB, 3200MHz Intel i7-13700F. The power switch lights up four times per second, signaling a memory issue lasting about five seconds, then it changes to one flash every two seconds, pointing to a VGA card problem for roughly five seconds, followed by one flash every four seconds, indicating a boot device error that keeps occurring continuously. I've replaced the GPU, RAM, M.2 slot, and CPU but the issue persists. Any advice would be greatly appreciated.

Begin by installing just one DIMM into slot DIMM_A2, the second closest to the CPU socket as per your manual (pages 1-11). Should this not succeed, replace it with another in the same slot if needed. Once you manage to boot with a single module, perform a memory test using Memtest86 from a USB drive to confirm stability. After passing, update the BIOS to version 1666 dated September 30, 2024. Then, install the second memory unit into DIMM_B2, completing a total of two DIMMs. To summarize: install one module first, verify with Memtest86, upgrade BIOS if needed, add the second module, and finally install Windows.
