Uncore should match the CPU clock speed for stability. Setting it to the core speed increases frequency but can cause instability if not aligned properly.

Likely not. It should work. Just need to adjust and thoroughly test using 1366 processors. Each one appears distinct in its own manner. Some Xeons perform well while others don't, even with identical part numbers. These are the systems that were specifically selected.
