I completed the setup yesterday. The specs match: 7800X3D, Gigabyte B650 Aorus Elite, Ax series, XFX 310, RX 7900XTX, Corsair Vengeance 32GB DDR5 (2x16), 6000MHz, 30cl. The system powered on successfully but the two 2.8mm fans didn’t start. I suspect it’s because the L connect software wasn’t installed yet. An American Megatrends screen showed instructions: press DEL to enter setup, then Y to reset fTPM. If BitLocker or encryption is active, you’ll need a recovery key to boot. Press N to keep the old TPM data and let the system boot normally. The new CPU won’t enable fTPM, so you can revert back if needed. I’m stuck in a loop—system boots with the Gigabyte logo, then restarts—but fans stay on and don’t stop. Any suggestions to break this cycle?

What is the available space? Have you updated the BIOS? Are you attempting to set up the newest version of Windows?

Initiate the BIOS update process. This will restore your ability to use the Y key for resetting TPM.
