I resolved the issue by turning off my Ethernet and Wi-Fi connections. Then I used the generic Windows key to upgrade to 11 Pro. The upgrade completed successfully. After installing the Pro version, I entered the key they provided, and it functioned perfectly. It seems I just needed to go offline.
