Windows can work as a router, though it's quite poor; using a standard router would give better results. Alternatively, you can run a virtual machine such as Untangle or pfSense. Ultimately, the best option is to purchase a basic router and connect it between the devices.

It would be problematic because the primary purpose is to give internet access to your father, who lives just 100 meters away. Using a Dell server that runs continuously would be preferable over other devices. The VM might still function, but it's not ideal.

Ethernet reaches its limit at around 100 meters. Your setup will fail unless you switch to fiber optic, which can be costly.
