I’ve handled this before but I’m not sure how to do it right now. It seems like you need a configuration file or data file and then upload it, followed by adding the folder. Man, it’s late at night.
Transfer the entire SteamLibrary directory from the previous drive to the new one. Once connected, simply update the destination path.
