You're facing a common issue when moving games from a physical media to Steam. It seems Steam isn't recognizing the existing installation files after adding more storage. Try verifying the product key in Steam's settings or checking if it appears in the game's properties. Also, ensure the Steam folder on your new drive is properly mounted and accessible. If the problem persists, consider reinstalling Steam or using a different method to transfer the game files.

Consider trying to predict the folder Steam will generate, then create it inside steamapps/common. Transfer the files there (copy them carefully) and check their integrity afterward.

Occasionally, retail copies and the Steam edition differ. It seems similar happens with GTA:SA, requiring a full download from Steam.
