You're facing two faulty drives. Typically, USB delivers just 5V, while 3.5" hard drives require both 12V and 5V.

It's helpful to understand that the PSU SATA power isn't functioning properly, and the SATA data isn't being detected. Things should improve soon, hopefully.

It would be even more unexpected that the disk fixed itself so quickly compared to its usual failure, especially with a Seagate model.
