You can prepare your old system for a fresh build. Follow these steps: first, back up important data. Then, remove the old Windows 8.1 installation from the hard drive. Install a new Windows 8.1 64-bit version using the same product key. After setup, you should be able to upgrade to Windows 10 again.
Ensure your previous Windows 8.1 is turned off before using it for the 64-bit 8.1 setup on the new machine. You can’t move a upgraded Windows 10 license since you don’t have Windows 10, only Windows 8.1. It’s unclear if any restrictions prevent you from upgrading again after moving your Win8.1 license to the new PC.
