I've played GTA 5 on Xbox 360 and Xbox One, but now I'm looking for PC to enjoy a smoother experience. Rockstar mentions you can only move one character at a time, but it seems you might be able to transfer from 360 to One without issues. Since I'm high level with lots of gear, I don't want to start over. Any advice would be greatly appreciated!

When you sign in to Steam or RS SC, you can access them on those devices, provided they support GTA.

You can switch characters multiple times between PS3 and PS4, then to PC, but after that move, you can't revert. Once you leave the console, it's final.
