I've attempted several times to move my information from my rockstar PS4 account to my PC, but it reports success. It also mentions you can access your owned apartment using your car details. Isn't that confusing? I suspect I might be in a level 17 or 18. Could you clarify?
I had to make a new character, move my previous one over, and pick the old one in character selection. After that, I removed the new one. If you're at level 17, it wasn't too hard to get back up—probably took me around two hours, and I think I was at level 20 within that time.
