You can join the Steam service that manages CS:GO on your desktop and stream it directly. You may need to copy it yourself or simply reinstall it.

No, you cannot use a different Steam account to play CS:GO on another PC. Each account is tied to a specific device and game session.

It’s likely you need to connect the same Steam account on both desktop and computer since that’s the one managing the game.

You won't be able to transfer game files directly. Saving your settings is a better option. Cloud storage isn't necessary for that.

I think adjusting a few settings among friends could help. Family library sharing seems to be the name I remember. I checked my games on my girlfriend's Steam account and it asked me to log in to her PC to activate the feature. I plan to experiment later, but right now it looks like both accounts can't play the same game at once.

I don't have any files linked directly to the Steam account, but you can safely copy all the maps and materials (most of them) to save time instead of re-downloading everything. Save them in the right folder (steam/steamapps/common/Counter-Strike Global Offensive) and try installing the game on another PC. It should detect the files as long as your structure is correct. You'll need a Steam account with CSGO to launch it, but copying the files should work fine without issues.

I usually back up my Steam folder—often over 600GB of games—to an external drive and move it onto other systems. Even when using a different Steam account, I can still access the games without sharing via Family Sharing or having the secondary account claim ownership.
