You can back up your data from the old hard drive and then transfer it to the new one using tools like DiskPart or GParted without needing Windows.

I utilized Macrium Reflect to duplicate my hard drive onto a new SSD. I don’t understand the reason it wouldn’t suit your requirements. It’s free, but you might need to provide their contact details via email since they send the download link or activation code through that channel.
