I was considering using my OptiPlex 760 with Server 2012 through MSDN, and then converting the output files from .mxf to .mp4 using a Dell solution. Could there be a way to save the original file into a folder on the device and have it process everything automatically once everything is ready? Would there be any free software that does this? I’m on a tight budget.

Adobe Media Encoder is a notable option, though it isn't available for free.
