I noticed it won’t remove itself since Steam handles the uninstallation and believes it’s already gone, so nothing appears.

Open the file explorer, remove the file there, attempt to reinstall, but immediately click install again.

Recently, I encountered a similar issue (Steam warning about missing app). I tried locating my game folders, removing them, and then reinstalling the game.

This would be located in SteamAPPS, you can simply remove the files there.

Yeah, thats what I would've done, that should delete all the games files. After you've done that just simply re-install the game through steam. Oh and I'm not sure how saves works with the game (haven't played it myself) you may have to try and find your games saves (if that is a thing) and save them somewhere temporarily.

Steam Cloud seems stable now, plus I just wrapped up an Oda campaign so I don’t have any pending issues.
