This setting is perfectly fine. It disables certain computer components while still allowing a quick boot. You can access the control panel, then navigate to Hardware and Sound, Power Options, and System Settings. From there, select "Change settings that are currently unavailable" and uncheck the box for "Turn on fast startup (recommended)". Fast startup will be disabled, causing your PC to shut down completely. Boot times may change slightly, especially with newer or more powerful devices.
