You can install drivers without a CD-ROM drive by using a USB installation method or a bootable USB. Alternatively, keep your case open and connect a CD-ROM drive from another computer.

Get them online if possible, or save the files to a USB drive using another machine and then plug the USB into the target computer for driver installation. Installation CDs/DVDs typically contain the executable files plus an autorun script or manager program. On macOS, some are disk image files instead.

After you connect the PC, it should be able to recognize it. You don’t necessarily need a brand-new USB drive unless you want extra security. The Windows site warns that only files from Windows will be removed if there are other files present.

Are you attempting to set up Windows or driver software for your devices? I realized you've already got Windows installed and are now focusing on peripheral drivers.

Both of you were right, my mistake was obvious.

In this scenario, you can either set up an optical drive temporarily—even a USB-connected one might suffice—or create an installation USB key. Begin by installing the operating system first; Windows includes some basic drivers. Once Windows completes installation and your computer is operational, proceed to install the remaining drivers.
