Assembled a PC from a nearby workshop and after carefully working through it, I observed the CPU screws were overly tightened. All of them were loose. One wiggled just enough before I secured them firmly with my hands. It wasn’t extreme, but I’d appreciate knowing the standard torque recommendation for the 5950x if available. I haven’t found any guidance online for this model.

The cooler you're using has a safety feature that prevents over-tightening. What model are you referring to?

Ryujin 360. Think about it—so I need to tighten until I reach a halt? I realize I could adjust the screws even more.

When you mention "by hand," it means manually tightening. The screws are large thumb screws, yet I'm using a Philips driver for the job. I should have noted that earlier. Probably needs to avoid over-tightening next time...

Yea, they should bottom out to where they should be properly just by using your fingers to tighten. Also, please make sure you're quoting or tagging people when replying otherwise we may not see your response.

For optimal performance, aim for a torque of 1.5 N-m. For maximum consistency, begin there.
