Hello, your setup looks good, but the performance you're experiencing might be due to the GPU's limitations at higher resolutions or frame rates. The FPS of 20+ on Ultra and the benchmark score of 19,988 suggest it's still within acceptable ranges for a mid-range GPU like the EVGA GTX 1070 Ti. Make sure your drivers are up to date and consider checking if the game settings match your hardware capabilities.

What level of detail was used? Have you updated the drivers? The GPU is operating at what temperature?

It's unusual, I run FH3 on an 8750h with a 1070 on ultra. I haven't tested the frame rate yet, but it's definitely above 60 fps consistently.

Regardless of resolution, the performance feels off—even at 4K a 1070iTi should exceed 20 FPS. The i7 5820K lacks an integrated GPU.

It's understandable you almost repeated the same idea but double-checked it.

Did it occur with previous drivers? If not, revert to the latest functional version.

Check your GPU activity and frame rate, along with CPU load and timing in the game. This can assist in identifying any underused components.
