You're getting a Ryzen 5 1600AF, which is a solid upgrade over the older Ryzen 3 2200G. It's normal for some monitoring tools like HWMonitor to show higher speeds than what the CPU can actually reach—often due to their measurement methods or calibration. The 1600AF typically turbo boosts up to around 3.6 GHz, not 4.4 GHz as you saw. So it seems HWMonitor might be inaccurate in that case, but it's not impossible for it to display higher values if it's properly set up.
