You might check Homeworld Remastered. It is an older game that was, well (lol). I am not sure I would call it turn based as in it waits for you to make decisions before counters and such...but your ability to build items is based on time (rounds) and resource. It is quite fun, but for me the learning curve was high due to my not having played anything exactly like it.
The map is fully dimensional as you are in space so, there is no up or down, neutral position. It can get incredibly complex as you get into it. I personally didn't get too far with it, but I stink at most games anyway, just the same I enjoyed it and was worth what I paid for it.

It's really the only space sim with massive battles that truly stood out back then. Though it feels old and outdated now, the right mods keep it functional well.

Neither of these are new, but...
Grab Sins of a Solar Empire off a good sale. There's also a popular Star Trek mod for that.
X3: Terran War is also really great, for those with the patience.
I'd be interested to know about anything newer as well.
