CFL ENB stands out as the top ENB option, optimized for Enhanced Lighting with ENB and Vivid Weathers—two of the finest additions for Skyrim SE. Install the Static Mesh Improvement Mod, NobleSkyrimMod HD, and SkySight Skins to enhance your models and textures. The team behind Amidianborn textures for weapons and environments is developing their port to Skyrim SE; keep an eye on updates as it approaches. You're likely okay with a 970. Based on what I've seen, ENB mods tend to have the biggest and most noticeable impact on performance, and often just need disabling ambient occlusion in your enbseries.ini file to see big improvements. Items like SMIM, texture tweaks, new weapons or armor usually don't really matter much on decent hardware. With a GTX 770 4 GB, I never skipped mods because of performance issues—though that was with the original Skyrim, not the newer version.

You're likely okay with a 970. In Skyrim SE, the game runs significantly faster than the original version, even with modifications. The number of available mods is much smaller, so you won’t notice a large decrease in performance. Using the same mod collection as before should reduce the performance loss by half because of improved memory capacity, DirectX 11 support, and other modern optimizations.

Running Rudy ENB + Vivid Weathers + Enhanced Lighting for ENB + Verdant + Skyrim Flora Overhaul + Noble Skyrim HD 2K + Vivid Landscapes +SMIM in my setup. Getting 55-60 fps in most areas I've tested. A little lower around Riverwood. Also running SkyUI 2.2 (last version capable of being run without SKSE); there's a guide on floating around about how to disable the error messages. Just remember if you're installing Skyrim Flora Overhaul alongside Verdant to go into the "Skyrim Flora Overhaul.ini" and change the settings to whatever you're using for Verdant e.g.: iMaxGrassTypesPerTexure=15 iMinGrassSize=70 Verdant gets you to stick those or similar settings in your Skyrim.ini, but SFO's ini will overwrite those settings, so make sure you change them there, otherwise it'll crush your framerates. I think SFO has iMinGrassSize as 20 as default and that doesn't play nicely when mixed with Verdant. Personally waiting on a few more more mods to be ported over before I actually start playing seriously. @JackDoyne SKSE isn't available yet, they're currently attempting to make an SKSE64 version, but it's taking a while, last update on the SKSE page was in October. So for the moment it's just a waiting game. Some screenshots if you're interested
