I own a 2080 Ti FE with minimal budget, just a Christmas treat. Everything else is set—64 GB RAM works fine, PSU might need upgrading if it’s not 750W. Just planning to upgrade the CPU and motherboard.

Impressive though, but 3700x or 3800x (for memory overclocking up to 3800MHz) can easily meet your needs without needing more cores. I'm not saying you can't get those, but the 12-core and 16-core models won't offer much value given your workload. Regarding the board, start with the Asus X570 TUF or Gigabyte Aorus Elite, and upgrade if you really need better features. Avoid MSI boards under Carbon (that keeps Unify, Ace, and Godlike), as well as Asus Strix F and Prime Pro (TUF with different setups) and Gigabyte Ultra since it's similar to the cheaper Pro Wifi. You could also consider mITX options if you're unsure about the setup.
