Top mods for Fallout 4 performance mainly involved .ini adjustments. Clearing fog, eliminating dograys (which can only be fully turned off via console), and correcting shadows in the ini file helped. Performance textures, dynamic shadows, load accelerator, and an insignificant object remover also contributed. You should realistically achieve around 30 fps on low settings. Keep in mind that most systems will see significant drops in certain areas.
It's odd because I'm running it at around 80-100 frames per second with my 1070 No. On ultra settings with hair effects turned up. Even then, the game runs smoothly without any issues.
it's tough to hit 60 fps even at low settings in 1440p with your GTX 970. I see you get 90 fps on medium in that resolution, but Witcher 3 doesn't improve much.
There seems to be a decent margin between the maxwell and pascal cards. Granted I'm playing on 1080p because of the Link. At my desk though, I have a 21:9 1440p, and while I have to turn down the hair works, I can still run constant 60 fps. Then wtf am I doing wrong haha for me it keeps coming up in window mode. There is no ultra wide support so I can't get it to go full screen.
