Intel's 14nm technology clearly offers better stability compared to AMD's 7nm process, meaning the opposite is true—Intel must handle higher safe voltages than AMD chips at this stage. For Comet Lake, 1.4-1.45V should work well over time, though effective cooling will be a challenge.
I mentioned before that I haven’t modified the Intel 10th generation chips yet, so the safe voltage limit has definitely increased. When I boosted my 8600K and 9900K, 1.4V was the upper safe limit, while most people suggested 1.35V for lasting performance. To reach even higher voltages I had to use special cooling solutions, which weren’t practical for regular use.
