The FPS remains consistent across various resolutions because the graphics settings and performance optimizations are adjusted to maintain a stable frame rate regardless of screen size.

At 1080p the processor might be the limiting factor while the graphics card retains some capacity. In 1440p the graphics card becomes the constraint and the CPU shows little room to spare (generally a fairly even distribution of workload). For 2160p the graphics card takes over as the main bottleneck.

I really enjoy GTA V. Mods open up endless options. SLI scaling works great. Running it with Triple 1440p UltraWide Surround is smooth. I believe a game that performs well on both high and low-end devices should be fine-tuned. GTA V can benefit from the performance boost of newer hardware while still running on older systems.
