It's not going to be pleasant, but that would be a wire. Typically, when you pay for an ISP line, the installers provide a connection from the closest junction point—probably the one your father is also linked to. It doesn't matter if you don't have a wire; they'll install one anyway. Here, the main issue is that you're renting. You'd probably need to discuss this with your landlord before drilling any holes.

Currently no rental fees, but the concern is what will occur if we drill and link to his ISP later?

You bring your modem or router along, then the following tenant will not need to pay for installation if they sign up with an ISP that uses the same line. Some setups even offer free installation, so you might not have to pay at all. Once you move, place a line in the area and reconnect your modem or router.
