I haven't shared anything about this topic yet. My current setup is ElementaryOs and I'm likely moving to Manjaro soon. After a fresh install, I updated the kernel and added the latest MESA drivers from the X-Swat PPA. They work just like Windows drivers. However, I encountered problems with Vulkan—this will be something to look into later. The steps I followed for installation were: using sudo usermod to add the video group, adding the PPA, updating and upgrading packages, installing mesa-utils, and then rebooting. Make sure you're in the video group before booting with the GUI. I appreciate the guide you linked, Lukyp, thank you!
BTW, the 7970 / R9 280 is a quite capable card for 1080p. It isn't as power efficient as the latest models, but it can handle 1080p at over 60fps without hesitation. It tends to get loud during operation! I discovered my "throttling" problem was caused by dual monitors. The card would sometimes fail to ramp up when a game ran on one monitor while the other displayed 2D graphics. I created a quick ARND script that runs with my launchers to switch to a single monitor during gameplay and revert to dual when the game ends—works perfectly!
