The newest i7 and i9 models should work well. For staying ahead, at least eight cores are recommended, though predicting the future is uncertain.

It's actually a Ryzen 3000, not 4000—those are significantly faster. Also, Ryzen prefers precise RAM configurations, and only a limited number of users manage them effectively.

Yeah. If you go current gen then the latest intel is still a bit faster, but amd 4000 is right around the corner, so you could just wait for that too. Last gen Intel should also be fine, if you want to buy right now without waiting for new products. 8th gen intel is a bit more iffy, wouldn't buy that in 2020.
