Looking for a Windows tool similar to QuickPic for Android? You might like alternatives like Preview or even built-in options such as Microsoft Edge for viewing images and web content.

This bundled windows photo viewer stands out as my preferred option. It’s easy to use, free, and straightforward. Beyond that, you might be thinking about Adobe Bridge or similar tools. Honestly, unless your work requires heavy photo viewing, it doesn’t offer much value.

I need an application that supports Webms, since the Windows photo viewer performs well with it

It seems to rely on HTML5, which is still emerging. It appears there hasn't been much focus on a dedicated viewer yet. Chrome or Firefox could work, and VLC might also be an option.
