Even without any upgrades, the game will perform poorly. GTA 4 isn’t well-optimized, making it just as frustrating as older titles.

I'm joking around, but my system handles GTA IV with Cry ENB smoothly at 60 FPS even on high settings.

It ran at its peak using icenhancer ENB plus some ultra texture modifications. They're still confusing you, but it's not from 2008.

4K reduced using a personal ENB setup. Performance is roughly 55-90 FPS.

GTA IV requires a powerful processor to run smoothly. Your dual 980s mainly help boost the frame rate on ENBs or when using higher resolutions.
