The Empire was compelled to ban the veneration of Talos due to the White-Gold Concordat. Otherwise, Skyrim wouldn't exist in its current form, and there would be no Empire or Stormcloaks to spark a Civil War—since the Empire and Skyrim would have been drained of power and resources if the conflict had persisted. Ulfric Stormcloak is a foolish figure being manipulated to undermine the Empire with his minor uprising, pushing Skyrim into the Thalmor's control. Regarding the various factions, I haven't really engaged with the Companions; the Thieve's Guild is something I often activate, I bypass the Brotherhood and have experimented with the Mages Guild.
