Tbh, unless you're aiming for picture-in-picture, slow motion or other advanced features, Windows Movie Maker works pretty well. If you shoot with Frapse Vdub, it's great for fast cutting and joining. When using H.264, it's the only free editor that lets you edit without separating audio and video beforehand (most free tools cause sync problems). VLC Video Editor is still Alpha and had some issues previously, but it looks promising once it stabilizes.
