Based on my observations, most smartphones perform poorly as hotspots and lag significantly behind a reliable mobile router.

I wish this was true. I borrowed a Huawei B818 4g cat 19 modem router. Shifting SIM into it instead of tablet and hotspot speed dropped. Tried multiple locations, hunted best signal running around with giant extension cable and couldn't get near the same speeds. Not a bad chance my provider is limiting this as an option. But either way speeds end up too slow to be usable by my family.

It's accurate that such features aren't permitted in the UK anymore, which likely accounts for the noticeable variation you're observing. The issue with a phone's WiFi hotspot is that performance varies across devices. It frequently restricts connection speed, the Wi-Fi protocol, and channel bandwidth. On fast 4G or 5G connections, this can significantly slow things down. For instance, my Galaxy S10 can run WiFi 6 as a client but only WiFi 5 when acting as a hotspot.
