When the USB isn't connected, the UEFI doesn't display any boot priority choices. Once the USB is attached, it shows a single boot priority option—the USB drive. Choosing USB as the boot priority and exiting will cause the PC to reload into the UEFI. The USB uses FAT32 format.

Yes, I assumed you created a bootable USB drive using the Windows USB Media Creation tool for Windows 10.

What device are you using? I’ve encountered a similar situation with my secondary laptop, an ASUS X205TA, which runs a 32-bit processor and only loads the 32-bit installation media.

I applied it to set up Windows on my laptop roughly a year back.

If it's been several years, I'd create a fresh USB drive using the newest version of Windows 10. Just reinstall the tool and let it reapply Windows to the stick.

It's better to do that in the end, since you won't need to invest two years in setting up Windows updates right from the start. Always get a fresh Windows USB install whenever you create it.

The options differ in how they present data—USB flash drives offer a portable storage solution, while ISO files provide a file format for distribution. Your HDD appears in boot priority settings, which might be contributing to the problem if it’s not prioritized properly. Checking these settings could help resolve the issue.

You need a USB flash drive. Making an ISO involves writing it onto a CD or DVD.

It won’t work since it lacks an operating system currently. Installation of Windows will enable it later.
