Hi, I’m interested in the Metro UI concept and think it could be improved with more customization options. Are there any tools that let you adjust size, pick icons, select backgrounds, or enhance the overall look of Windows? I’m also seeking general software suggestions for making Windows more visually appealing. Have a great day!
The main issue is being unable to adjust those settings, and sadly there’s nothing I’m aware of that can solve it.

You can adjust the background in Windows 8.1, and there are four distinct icon sizes ranging from smaller than old desktop icons to nearly a tenth of the screen. What else would you like to tweak?
You can modify the metro UI background. Most of your programs are restricted to two sizes, which limits options like making Firefox larger than medium. You also want the ability to select icon images. There are some software options that support these changes, but I’m not sure which ones.
It would be very useful to check the tutorial page on Windows.com if you're unsure about certain concepts. Spending just 15 minutes can prevent a lot of frustration. Sometimes programs don't fit the expected size because the creator didn't add it, or it might be intentionally left out.
That's interesting, you can achieve this to some degree—though it's not the best. A cleaner approach exists.
You can customize backgrounds and make icons smaller by resizing them. To change the icon file, go to its location, right-click, and adjust it. Then pin it to the Start menu. The drawback is you'll still see a colored border around the image.
