Irrespective of whether it connects to a SATA controller, the main board won't identify it as a fan and will consume maximum power. Fan control via the main board functions only when linked to the fan header.

This might be possible in theory, though I'm not completely confident. It seems to be either 3 or 4 pins, and PWR could be an option. I'm uncertain about the non-PWR version either. I haven't seen a design like this before, honestly.

Your situation doesn't include any drive bays? That's unusual. You might find fan controllers that fit in a rear slot, like this one.
