I have an iPad Mini 2 and a late 2013 MacBook Pro. Neither supports Sidecar. I’m looking for a budget-friendly second screen option—maybe something simple like Luna Display, or another affordable alternative.

Sidecar system needs a Mac with macOS Catalina or newer and an iPad running iPadOS 13 or newer. Devices released in 2016 or later qualify, including MacBook Pro (2016+), MacBook (2016+), MacBook Air (2018+), iMac (2017+ or later), or iMac Pro (2018+). For iPad, models from the 6th generation or newer, or iPad mini from the 5th generation or newer, and iPad Air from the 3rd generation or newer are acceptable. All devices must be registered in iCloud under the same Apple ID with two-factor authentication.

For wireless use, keep both devices within 10 meters (30 feet) and ensure Bluetooth, Wi-Fi, and Handoff are enabled. Make sure the iPad isn’t using cellular data and the Mac isn’t sharing its internet connection.

To connect via USB, set your iPad to trust your Mac.

Splashtop Wired XDisplay functions well on Windows and my 2018 iPad, might be worth exploring further.
