I believe you've got throttlestop ready, just press the activation button, navigate to the tpl menu and adjust pl1, pl2, and pp0 limits to 99999. Set all the sliders except the last one fully to the right. Then check the device manager for dynamic tuning, dptf, or keyword processor participant—remove those completely (upload a picture if you want confirmation). Effects take effect instantly, so you won’t need to restart. I did this on my dad’s Craptop with a similar CPU and it worked perfectly. Bye bye throttling!

No problem at all. I've faced some throttling issues with PL1 and PL2, but I've tried other fixes too.

An embedded controller is restricting the CPU's power usage to 8W. You must update the controller settings. Are you running any performance enhancement tools? It seems a program on your system is restricting ThrottleStop, limiting its access to just two of the four cores. I’m not certain this affects ThrottleStop’s operation. Inform the performance tool to avoid interfering with ThrottleStop or disable it altogether. ThrottleStop should display monitoring information for all four cores, confirming it has complete access.
