Yes, the windowed mode functions, though I experience significant frame drops in certain situations.

You need certain video card options to lock in a fixed resolution and apply a particular scaling technique. When the game doesn’t automatically use that setting, AMD cards let you override it... I can set a specific resolution and choose center scaling, so the game appears centered on your screen at a smaller size. Check GPU Scaling and Scaling mode for details. If you own the monitor, you could run the game at 1920x1200, turn on GPU scaling, and let the card center it. You might also add a custom resolution like 2560x1440 and manually adjust in the game’s settings file (fallout4.ini or fallout4Custom.ini). Adjusting the perspective beyond a few degrees usually causes visual issues. Edit: I noticed the NVIDIA settings too—set your output resolution to your monitor’s size, enable GPU scaling, choose no scaling or aspect ratio, and the card should add black bars when full screen.
