It's not much of an answer, but here's what my experience is with that feature : If you install Windows with a local account (not a Microsoft account), at some point, an update will force you to use a Microsoft account and then use a pin to login. That feature is bugged and sometimes will simply lock you out of your computer. As for Windows Hello, it requires a camera of some sort. But once Windows detects a camera, it really wants to impose Windows hello... Try unplugging your camera, maybe the message will go away or at least allow you to turn off the feature. Message to Microsoft : stop thinking your users are idiots. Guess who are the idiots ?
