Regarding other programs like Afterburner and Speedfan, as well as non-Steam titles, you don’t need to reinstall everything. The only game that requires a fresh download is GTA V, since it checks integrity automatically after pausing the download.

You can save certain configuration files from Program Data and Users/<username>/AppData/Roaming and Users/<username>/Documents. Also, the installation folders on your operating system are included. Most should function properly. However, if you face issues related to DLLs or similar errors, consider reinstalling or repairing using the installer.
