Hello,
my friend asked if I could help him upgrade his setup.
CPU: i7-9700F
Cooler: Stock, I think
Motherboard: H310M PRO-M2 PLUS
RAM: 16GB 2133 MHz
GPU: RTX 2070
Storage: WD SSD Blue 3D NAND, 2.5" - 500GB
Seagate Desktop HDD - 2TB
PSU: Not sure, but if needed I could upgrade myself
OS: Windows 10 64-bit

He mainly plays indie games and League of Legends, but occasionally tries more intense titles. Recently, he experienced FPS drops even in League, which we noticed was due to the CPU running at 100°C under load. I suggested we consider repasting the CPU, but during our conversation he also mentioned that when editing videos the software would freeze after a while, turning into a PowerPoint presentation, and he wanted that issue fixed too.
He expressed interest in upgrading only if it would resolve these problems and not just for the sake of it. He gave me a budget of around $1000, which he considered excessive, and preferred to spend as little as possible to fix the issues.
I’m not an expert, just someone who enjoys computers and tries to assist. That’s why I’m seeking advice on what upgrades would be most beneficial for him to enjoy smoother gameplay.
I’ve decided the RTX 2070 isn’t a priority since the next best option would be the 6700XT, which costs about $430 locally—though in my opinion it might not be worth it. But with that in mind, I’m uncertain about the CPU upgrade.
I was considering replacing the CPU with something like a Ryzen 5 7600 or an i5 13400F (which could help with editing). With that, we’d also look into adding another SSD and possibly increasing the RAM to 32GB DDR5.

I gave my best effort! The aspects I didn't cover were simply omitted. Because the CPU is the key, that's all that matters.
It seems the ‘freezing’ issue comes from the CPU thermal throttling. I’d begin by swapping out the CPU cooler and moving forward from there.
Next, adding RAM would be my next move.
I think I’d likely stop there. The 9700 remains a solid system, especially for video editing, as long as cooling is fixed and RAM is upgraded. In my opinion, going further isn’t necessary unless we’re already in the “might as well get a new computer” zone.

Consider selling the old system, either keeping the 2070 for continued use at 1080p or trading in the old GPU. With the savings from staying under a $1k budget, upgrading to something like the RTX 4070 Super/TI Super or AMD 7800xt would be sensible. This setup would perform well across all areas.
Edit: this configuration supports most games at high/ultra settings in 1440p, even new AAA titles.

That's what I've also been considering. It seems unfair to improve only the GPU while leaving everything else unchanged.
