I hadn't heard about the problems with the 13th and 14th generation intel CPU's. I guess that make the decision easier. Here's the setup now:

5700X3D above the 5800X is a solid choice, and a 2x16GB DDR4 kit is recommended. If you can, opt for a 3600MHz model rated at CAS 16 or better as well. For cooling, a Thermalright PA-120 is a reliable option, available around $32. It's one of the top value coolers currently on the market.
