I hadn't heard about the problems with the 13th and 14th generation intel CPU's. I guess that make the decision easier. Here's the setup now:

It's a bit over my original budget, especially considering that the price doesn't include the operating system and shipping. Still, I'm pretty happy with it overall. Thanks for all the tips everyone.
5700X3D above the 5800X is a solid choice, and a 2x16GB DDR4 kit is recommended. If you can, opt for a 3600MHz model rated at CAS 16 or better as well. For cooling, a Thermalright PA-120 is a reliable option, available around $32. It's one of the top value coolers currently on the market.
