my connection is stable at 100mbps, but normal pings work fine. However, downloading games from Steam causes delays and sudden speed increases.

Steam okay? Try switching your download area to West Africa—it’ll make a difference, though not completely. While the game is loading, just close the Steam app and don’t open it again. That works for me too.

In steam, download and upload speeds are controlled by your service provider's offerings. It works for me.
