Usually the motherboard isn't trying to boot at all. Common reasons include improper CPU placement, loose power connectors, or a dead board. I’d verify the CPU connectors and re-seat it, but it seems the system just stopped working. Threadripper’s CPU mount pressure can shift with temperature changes, so colder conditions might affect performance today.
Even with the ability, the 1900X moves quite slowly and doesn’t offer much value. Unless you absolutely require those PCIe lanes, it would be smarter to invest in an R5 5600 and a suitable motherboard instead.
